The Lyrics

Rutgers University is headquartered in New Brunswick, New Jersey, but its color is red, specifically Scarlet -- not blue. Of course, this is one of many great Dylan songs whose title is not mentioned anywhere in the lyrics. DEVCO is the New Brunswick Development Corporation, and they have kept the corrupt Mayor, Jim Cahill, in office for 30 years.

and depravity fails
and sensitivity won't pull you through

when you're walking down the Easton Avenue.
They got some hungry women there
and they'll cut in line in front of you.

though it's on the Atlantic Coast

and came back looking just like a ghost.
