Columbia alone produces over 1000 metric tons of cocaine every year, so the smugglers are cranking out mini-subs @ $1-2 million per to ship an average of 8 tons per journey! The subs are based on old Russian and Chinese midget subs and are made of wood, fiberglass, and Kevlar for steath. They also have snorkeling, radar, and an air conditioning system for the three man crew. Sometimes, they will tow the drug load via drone to be detached when the Coast Guard comes too close, later to be retrieved. The CG doesn't have enough nautical assets to intercept them all!
