No ID or bloody collar

We tried putting up some "stop" signs
They got stolen or just sprayed
We tried issuing some cop fines
They kept speeding once they've paid
Those black cats are all but gone now

You've hidden something in it, a pattern of letters and/or words. Still working on it. Taking the first stanza as a scrambled acrostic, I get IS FAT CAT, or, A CAT FITS, or some other combination of those letters.

The experiment is how fast I would get "ones" just because it's about harming a pet. Didn't take long. Yesterday, the same thing happened to John Barry. I've mentioned this before about the movies and media. You can murder humans all over the place for the silliest of reasons, but not a dog or cat. The movie "A Fish Called Wanda" dealt with this subject as a gag. An animal loving hit man keeps missing his intended hit of an old lady, and instead kills her three dogs in sucession. His sorrow and remorse over it is the joke. I heard from a few people who would not go see this movie because they heard dogs get killed. In the film "True Lies", Schwartzneggar bops the heads of a couple Dobermans together, then you see the obligitory shot of them running off unharmed. Frankly, I find this "knee-jerk" reaction sickening. This mentality is what causes people to run their cars off a cliff rather than hit a loose dog. (See the movie "Beetlejuice")
