Unfortunately, Rod, you're right on the mark with this one. As Bill Maher would say, "It's literally the least you can do." You might also want to check out a song titled "Your Flag Decal Won't Get You Into Heaven Anymore" by John Prine. Sounds like a parody title, but it's quite real.

To answer your question-- the "party" is a metaphor for the gleeful indifference to the realities of the war these ribbon-stickers support. Tunes crankin', feelin' fine, cell phone-yakking in traffic, stocking the bar and partying --all while the troops are NOT partying, but are instead getting maimed and killed. In other words: don't worry, be happy --just stick a ribbon to your trunk and party on!
