The Lyrics

The original song is about spirit cowboys doomed to chase an accursed herd of cattle for all eternity while they tell one of their own still alive to change his ways or ride with them. As I listened to the song, I was thinking of our Congress... is there a sort of Hell for them too if they don't change their ways?
An old hack pol was hard at work one dark and stormy day...
In his office he sat laughing 'fore he gave our rights away...
When all at once a horrid scene appeared before his eyes..
Pols were fastened to their desks... hear their mournful cries..

Yippee-I-Yes
Yippee-I-No

Thbe bills inside their in boxes had words written in flames...
The pols screamed as they grabbed the bills 'cause their hands suffered the same!
A bolt of fear went through him as they legislated there...
He saw the demons glowering...and he knew they didn't care...

Yippee-I-Yes
Yippee-I-No
Ghost Congress in the Sky

It is here pols do their penance for careers filled full of lies...
The foul back room deals and the stench of compromise!
The In box never empties as the flames they rage on high...
They will legislate here forever...listen to their cries...

Yippee-I-Yes
Yippee-I-No

One of the damned stared at the pol with a foul gaze...
"If you wish to avoid this fate, you had best change your ways!"
Or you will legislate forever in this further side of hell!
Hands forever burning... smell that awful smell!

Yippee-I-Yes (Yippee-I-Yes)
Yippee-I-No (Yippee-I-No)
Ghost Congress in the Sky

Very good idea, but I don't think the humorous possibilities were fully realized. Pacing needs more work. I remember Vaughn Monroe singing the OS about 63 years ago. There's a treasure trove of songs for parody from that era, like Nature Boy, Mona Lisa, C'mon-a My House, How Much is That Doggie in the Window, and Wild Goose (as sung by Frankie Laine).
