I should begin by saying I'm aware of NOAA weather radios, and I could probably head to the store with $50 to buy one and have enough left over for batteries. There was a time when one could turn on the radio after hearing a tornado siren, and the NOAA voice would already be telling the listeners of the National Weather Service’s updates. One of the local stations is more likely still to be playing the Eagles or the Bee Gees, though, at least during the ridiculous hours of the morning. The reference to Barry Gibb is an acknowledgement that Maurice and Robin are no longer with us. The term, insouciant, means showing a casual lack of concern, careless, and so on. I use it because we would be in good company if we were insouciant because the stations seem not at all concerned when they play the same things we would hear apart from an emergency. The phrase, be in good company, actually means to have the same problem as many other people, so I'm stretching things a bit since there are so many more people in an area than there are radio stations. Perhaps the FCC's rules have changed over the years so that no laws are being broken, and if so, perhaps they were changed so owners and operators wouldn't have to pay to have at least one living person at the studio whenever the station is broadcasting, but it's still discouraging to hear live, local programming during the day and still hear whatever was recorded or whatever is being pumped in during an early tornado. If not then the voice of NOAA would work, too.
