Seems Finland tried the Noble Experiment (prohibition of alcohol) and got about the same results as the United States. If you haven't heard the song "Copperhead Road" by Steve Earle, check it out. Don't know if pot will grow when it's 20 below, but I can't believe no one in Finland has at least tried.

Yup, we did. The police had the ungrateful task of guarding a law which nobody really liked and which proved a catastrophe. The forbidden fruit is always the most juicy, and "perfect" is the anathema of "good". My maternal grandfather was a truck driver during the Prohibition, and he knew a good selection of songs of that era. Pot? It doesn't grow when it is 20 below, but flower pots have been invented, and those sodium lamps have a nice beautiful hue. Growing maryjane in a closet - literally - is more or less a hobby here. And we have a good selection of various lovely and delicious mushrooms here in the deep Finnish forests...
