As Bowie was doing his great Ziggy tour of the U.S. in 1972, he and the Spiders had next to no money for themselves; everything was handled via the record company. If they wanted to do something extra on a blank day and would have to pay in cash, they had to ask for the money.
The pretense of showing them off as flash stars was vital to the tour, but it was 80% pretense (this is gathered from George Tremlett's book, a strong one on the economic side of Bowie's fame)

Well, seeing as David WAS Ziggy Stardust, he's kinda just touting his own attributes here. I'm not saying he's wrong (have you SEEN The Man Who Fell To Earth?!) but he's definitely boasting.
