Why:
These lyrics are the song's title, "eyes without a face" in French. Interestingly, they're repeatedly sung in the chorus by some female backup singers and not Billy Idol, who sings all of the rest of the song's lyrics in English.

"Les Yeux Sans Visage" is also the name of a 1960 French horror film, where a mad scientist and his assistant kill young women and remove their faces so that his disfigured daughter will look beautiful again. Pretty gross and shocking for it's time.
