You'd think from these lyrics that Bob had found a fountain of youth. But my understanding is that the search for such a fountain is an enterprise given up on ever since Ponce De Leon failed at it.

Dylan made some truly dire songs during the 80s, and this is quite possibly the worst (compounded by the fact that neither of those two things wiggle; at least not naturally).
