Legalized marijuana will create the same problems. No one will be toking up who didn't already have a steady supply. Missouri has a lot of unenforceable rules that may or may not be selectively enforced. California is wondering why druggers are not lining up at the licensed arcade to pay twice as much for what they can already get. Years ago, I saw a Canadian Licence to Purchase Liquor. It was issued at the Provincial level and looked like an old-fashioned bank savings passbook. An individual had to carry it to buy booze, and it was recorded by type and quantity. From what I could gather, foreign tourists and restaurant purchases were exempt. Have not been able to find anything on the internet about it. Oh, that scene in "The Untouchables". Why did the Canadian Mounties ride to the rescue of Kevin Costner? Liquor was not illegal in Canada, and they had no jurisdiction or motivation to enforce stupid US laws.
