It's not unusual to go out at any time,
But when I see you out and about it's such a crime.
Is either the singer or the addressee or both an escaped convict? No such thing is implied by any other part of the song, but that is pretty much what it would take for any crime to be implied in the addressee's being out and about or the singer's being out and about to see the addressee out and about. The crime in that cad would be breaking out of prison, bot nothing about the song makes sense of any such inference, so the lines are for that reason nonsensical.

He said
I am not sure whether to submit this to the nonsensical or insulting lyrics page, so I have put it on both. Tom Jones is referring to his mama as a 'he'. This makes no sense because she is clearly a woman, but it's also insulting if you think how you would feel if you were female and someone referred to you as 'he'. Unless she had a sex change.....
